Chandler J. Rapson is a seasoned healthcare technology expert and private equity leader, with over 20 years of experience driving growth and innovation across the healthcare sector. As the Founder and Chairman of Rainmaker Private Equity, Chandler has led numerous ventures focused on healthcare technology, from AI-driven third-party administration platforms to pharmacy business automation solutions. His leadership has resulted in successful exits, including the sale of 340B Technologies for $200 million, delivering a 50X ROI, and the growth of companies such as Marpai, Inc. and Accutrieve, Inc.
Chandler’s career spans executive roles at General Electric (GE) Capital and Ingenix, where he led Six Sigma initiatives, driving multi-million-dollar cost savings and improving operational efficiency. As a former CFO & Controller at Walter Reed Army Medical Center, Chandler’s strategic and financial acumen were instrumental in managing a $200MM budget and overseeing critical restructuring efforts. Chandler holds an MBA from the University of Maryland & Monmouth University and a BSM from Tulane University, combining operational expertise with a strong academic foundation.

Vincent Liem has over 28 years of experience in the investment and capital market industry. He began his career as an equity research analyst at McDonald and Co Securities, a regional investment bank, where he conducted in-depth analysis of companies and various industries. He then joined FTN Midwest Research, where he became a senior equity research analyst specializing and covering companies in the medical device, biotechnology, and healthcare-related industries.
After spending several years in equity research, Vincent joined Clarion Management Ltd, an equity long/short hedge fund that primarily invested in public equity and PIPE (Private Investment in Public Equity) transactions. Vincent worked at Clarion for over 11 years where became a portfolio manager and co-managed the firm’s equity/long short and quantitative funds. During his tenure, he was instrumental in generating yearly outperformance for the fund. As a portfolio manager, Vincent was responsible for all aspects of the fund’s operations, from investment research and deal analysis to risk management and capital raising. Vincent runs his own financial advisor company, where he provides clients with personalized financial advice and as well investment management services. He holds a Bachelor degree in Honors Chemistry and an MBA in Banking and Finance, International Management both from Case Western Reserve University.
